Updated to buildrequire perl(inc::Module::Install) to ensure correct
dependencies are present at build time. I've not removed inc/* as these are the
modules that are supposed to be used for installation - that's how
Module::Install works - and if upstream has modified them, I'm sure there's a
good reason for it.
