_libdir is for shared libraries. Plugins are usually not shared libraries -
they are usually quite the opposite and a bit like 'internal libraries' as
mentioned briefly in
http://fedoraproject.org/wiki/Packaging:Guidelines#Rpath_for_Internal_Libraries
. As far as I know it is common and best practice to put such plugins in a
subfolder owned by the package that defines the plugin API and uses it.
