I am not sure that I follow you here. From my understanding, any plugin that
uses suil will need both gtk and Qt libraries installed, since the plugin will
convert a gtk ui to Qt, or vice versa.

What is the difference between this situation, and a library package X
requiring another binary package Y? We don't typically filter out the Y
requirement from the library X and expect the application Z to require both X
and Y.
