I'll be building this package in EPEL-5 as well as Fedora so I'd like to keep
the optional pieces (buildroot, rm of buildroot, clean, defattr).

When the license file is not provided by upstream, it's up to the maintainer
whether to include it (we wouldn't want to get into a position where someone
feels the Fedora package maintainer is trying to relicense the code).  In this
case, the license seems to match up with the license information in all the
sources so I am comfortable including a copy from upstream's revision control
system.
