I can't say anything about Balint's proposal though. I'll try to start an appeal to Osgeo to find a sustainable solution to that problem. I contacted Debian's maintainer as a first step, as they suffer from the same problem. Debian has an -epsg sub-package, so removing the data seems to be possible, but is not desireable, I fear.
