This is meant to close the gap between traditional speech codecs (such as Speex) and traditional audio codecs (such as Vorbis). Please note: this package is partly based on the official celt package and my own, celt071 package. I require this for compatibility with mumble as celt 0.11.1 does, once again, break the bitstream.
