Well, I'm maintaining the upstream for php-virt-control myself. Also, I've modified the SPEC file and SRPM and also fixed the short open tags as based on your comment #1 and everything seems to be working fine on my F-14 i686 box and I was unable to run into issues you mentioned in comment #1. Nevertheless the new update for php-libvirt have been submitted so you may try once the update is available.
