Upstream uses Dist-Zilla now, so should automatically get the correct license
with the next release.

Fedora 13 was released with perl-Params-Validate 0.95; every supported release
already satisfies the dependency, so it's not really necessary. Only EL5 still
has an older version, but this isn't at all likely to be pushed to EPEL.
