I will be building for EPEL and samtools will be there soon (I maintain the EPEL branches). The upstream author explained that 0.9.10b is a post-release update, which according to the guidelines at http://fedoraproject.org/wiki/PackageNamingGuidelines#NonNumericRelease is acceptable as is.
