The newest spec and srpms are always on: http://mrceresa.fedorapeople.org/ and they include the last efforts in packaging such a big library as itk. You can build and use those packages, but be warned that they do not met the official fedora packaging guidelines yet, mainly because there are still some bundled libraries.
