The thing is that the contents of the git branch can be modified, that of stable release tarballs cannot. The idea is to identify the content with the version-release combination. If you use stable tarballs (foo-version.tar.gz *that is not generated on-the-fly and has fixed content*), you don't have to put anything extra in the release tag.
