IMHO yes. In the absence of an SELinux policy for the server, it will run "unconfined" by SELinux, and there will be no definition of the type pokerserver_port_t, so the semanage call to assign that type to a specific port number won't work. Someone would have to write a policy for the server to make any of that worthwhile.
