Bummer, I guess, I can't avoid some _very clear_ words:
* A world-wide writeable file is NOT acceptable.
* A package relying on such a "feature" is maldesigned.

=> Your only choices are 
* Fix this defect/maldesign of the package
* Withdraw this review request.

Unless this has been fixed, there is NO WAY for this package to make into Fedora.
