Doesn't this happen implicitly?

The pkgconfig auto-provs/reqs generate a provide for the shipped .pc file(s)
and a require for /usr/bin/pkg-config; this comes from the pkgconfig package,
which owns the %{_libdir}/pkgconfig directory.
