That part of the license file is overriden by: 

# This module is free software; you can redistribute it and/or modify it
# under the terms of GNU general public license (gpl) version 3.
# See the LICENSE file for details.

Which sounds like GPLv3 only. 
If the LICENSE file was the only thing included it would be 
GPL+
