Took me a while to figure out what caused the confusion here, so here's the explanation. In 2007, Balint Cristian began a dialog with the maintainers of the EPSG dataset to change the licensing terms for that dataset to something that would be Free, and thus, acceptable to Fedora. A draft license text was passed around, some clarifiying questions were asked, and at the end of it, we agreed that it was Free (barely).
