Since I can not see, what information this page here provides you, which a new request can not provide. The bug reporter is the person maintaining the package. There is a way to take over a package, but only, if the package is approved. If I understand it correctly, co-maintainer get scm access (later on). What is the problem with the solution, Manuel suggested? I'm sure, someone (Martin, Manuel(?), or me) will review your package.
