I'm puzzled by this part of the license:

"THIS LICENSE SPECIFICALLY DOES NOT PERMIT YOU TO RELY UPON ANY CERTIFICATES
ISSUED BY CACERT INC. IF YOU WISH TO RELY ON CERTIFICATES ISSUED BY CACERT INC,
YOU MUST ENTER INTO A SEPARATE AGREEMENT WITH CACERT INC."

Is this a condition of the copyright license, an extra remark, or what?  If it
is a condition of the copyright license, I would expect it to make the license
non-free, like a field-of-use restriction.  If it is an extra remark, it is
false: no law or contract forbids me from taking a risk based on a
CACert-signed certificate, although it may be a foolish thing to do since they
have no liability to me.
