You should also contact the debian people, their copyright at
http://packages.debian.org/changelogs/pool/main/a/arpack/arpack_2.1-8/copyright
state that it is public domain...

It doesn't matter, it is not OSI-compliant. Users ignoring the clause
don't have the right to use it.

except if 'ask' isn't a requirement. But is it sure that it isn't
a requirement?
