I'm not sure what you mean about the license actually being GPLv21+.  I
couldn't find that license listed at
https://fedoraproject.org/wiki/Licensing:Main#Good_Licenses and the text in
LICENSE matches the text at
http://www.gnu.org/licenses/old-licenses/gpl-2.0.html which is the link
supplied for GPLv2+.
