The problems caused by bundling (which is why there is a rule), are still going to apply. If p7zip is doing that, then it is a problem that should be addressed, not copied. To move forward on this, it might make sense to bring this up at a packagers meeting and see what other people think about the proper way to package that provides source to be included by other packages. If there is agreement on how to do it, we can get this reviewed and included. And then later start cleaning up other packages.
