How does one register it without the channel configuration?? (Honestly I don't
know, I could well be doing it wrong) 

Anyway - 

SPEC: http://ke4qqq.fedorapeople.org/php-htmlpurifier-htmlpurifer.spec
SRPM:
http://ke4qqq.fedorapeople.org/php-htmlpurifier-htmlpurifier-4.0.0-3.fc12.src.rpm

As an aside - file placement may well be wrong, however looking at: 
http://fedoraproject.org/wiki/Packaging/PHP#File_Placement
does not clearly deal with non-PEAR pear channels. Comments and corrections
welcome.
