Hello Andreas,
thanks for your submission! Having dcmtk in Fedora is of great interest as it
means that we can use it as both a server to receive and store DICOM medical
images, and as a client to process them. Many software in the medical field
make use of the dicom standard.

I'm not a sponsor myself, so I cannot directly approve your first package, but
I'll try to help ease the process as far as I can:

-) I added the FE-NEEDSPONSOR and FE-SCITECH blockers so sponsor and people who
work on the Tech SIG would see the request faster.

-) I added the package to the Medical SIG too, at
https://fedoraproject.org/wiki/SIGs/FedoraMedical

-) I put a blocker to the VXL package too, as we will require dcmtk.

I'm working on the package review and I'll post it soon.
