Ok you will need to remove INSTALL from the devel package, all the rpmlint
warnings can be safely ignored ( the invalid-url warning is invalid ).
As a personal ( I'm not sure if it's a guideline ) preference could you use the
standard format for the spec file  

i.e run this to generate a standard format spec file

rpmdev-newspec  libgcal
