That statement is in the Creating Packages HOWTO. I don't think that there is
an official guideline about this. Since the Group: tag doesn't have much
meaning anymore as comps are used in package selection, instead, you really
should use standard RPM groups, as you will get unnecessary rpmlint warnings if
you don't...
