I apologize for the inconvenience here. We have traditionally only permitted the bootstrapping exception in cases where a package is dependent on pre-built binaries to get an initial build done, but future builds are generated from pure source. In this case, without the CLISP binaries, every build would be dependent on pre-built binaries.
