The elisp code calls add-submenu AT COMPILE TIME! Since this function doesn't exist in (x)emacs-nox, the compilation fails. I still don't understand why the accept-process-output hack isn't working for you, though. It runs code that is supposed to check for process statuses, on both emacsen. Since it solved the problem I was having with XEmacs, I know that code is being run. I'm going to make a virtual 32-bit machine and see if I can debug the hang you're seeing.
