I'm just looking over some old review tickets.

The answer to "Why?" is 
http://fedoraproject.org/wiki/Packaging:Guidelines#.25global_preferred_over_.25define
I don't think it particularly matters in this case, but it's in the guidelines
and if for some reason you really want to use %define instead of %global you
should expect reviewers to ask you to justify it.

I didn't have any problem downloading the source, but the tarball I got doesn't
match the one in this package.  The contents seem to be the same; perhaps they
just recompressed the file.
