Few notes:

* Provide the exact way of how to build Source0. E.g. don't use only cvs co,
but
cvs co -D "2009-09-16" (from the cvs man - "use the most recent revision no
later than given date") or something similar. I advice you to describe the
whole process in the following way:

# cvs -d:pserver:anoncvs@xxxxxxxxxxxxxxxx:/home/cvsroot co -D "2009-09-15" -d
opentracker-0 opentracker
# tar cjf opentracker-0.tar.bz2 opentracker-0
Source0:        %{name}-%{version}.tar.bz2

As a result, you won't need to add "-n %{name}" to %setup -q.

* I'm in doubts, whether this needed at all - please explain:
Provides: opentracker-static

Other things looks sane for me.
