I find it's generally useful to have a container package and it doesn't prevent installation of individual plugins if the user wishes. It's common and normal practice with other collections of plugins (eg. claws-mail-plugins, nagios-plugins, libextractor-plugins, audacious-plugins). AFAIK FPC haven't outlawed metapackages.
