System's libvncserver has explicitely disabled tighvnc-filetransfer, too: http://cvs.fedoraproject.org/viewvc/rpms/libvncserver/devel/libvncserver.spec?revision=1.7&view=markup So if this feature would be needed later, libvncserver must enable it and later x11vnc can enable it as well.
