OK - some licensing blockers before I dig too deeply into this: 

pasting snippets from pndocs/credits.txt:

CC is non-GPL compatible.

This file has no license information included in it, the author is unknown, and
honestly this should probably be purged from upstream. 
I did find a copy of this linked from the Axent.DragDropTree page on
wiki.script.aculo.us site:
