I'm not sure I understand the question. If you don't call the compiler in your %build section, it doesn't get called. However, if you want to look into it, the guidelines are at http://fedoraproject.org/wiki/Packaging/GCJGuidelines. They say that you should (but aren't required to) call aot-compile-rpm.
