I have filed a bugzilla report upstream about the license issue: http://bugzilla.globus.org/bugzilla/show_bug.cgi?id=6736 Globus is using the system openssl-devel header files when possible. However, this file is not installed by a normal openssl installation, and is therefore not part of the openssl-devel package.
