Debian says with the link to the actual gpl that this file is lincensed under GPL(actual_version) or higher. If today comes a GPLv4 the "debian license package" will be updated to GPL-> GPL-4 ( I asked Alexander "formorer" Wirth of the Debian Project). So it is in my (and Alexander's) view GPLv3+, even GPLv3 was later released than debmirror. I think, that GPLv2+ was right before the link switched to GPLv3. I'm not really schooled in license things, maybe I'm totally wrong.
