There are valuable comments in this one I'd like to take into consideration. I agree that debmirror isn't the ultimate solution, but apt-mirror doesn't seem to be well maintained either. Javier, I'm not sure what your original patch did, the srpm linked to above gives a 404. I don't want to remove the config file from the package, just filter out the dependency which is added rpm because the config file is perl code.
