Sorry I do not think it is bug.
$ rpm -qR rpm
...
config(rpm) = 4.4.2.3-9.el5
...

$ rpm -q --provides rpm
config(rpm) = 4.4.2.3-9.el5
rpm = 4.4.2.3-9.el5

$ rpm -qR yum
...
config(yum) = 3.2.19-18.el5
...
$ rpm -q --provides yum
config(yum) = 3.2.19-18.el5
...

And dozens and dozens other packages.
Overlapping is not a bug. 
If you do not agree, ask others on fedora-devel.
