Since connections are user-specific settings certificates are user-specific, too. We authenticate users, not machines. And users do not have write permission in /etc/openvpn anyway. And since NM is the gateway from the user to the system space for networking stuff this makes sense. There may be the need then to communicate certificates through in NM in the worst case.
