It's the latter.

In case of this package's perl modules: The package is installing some perl
modules to a globally accessible location. To denote this fact rpm-wise, it 
must provide these.

=> it _must_ Provide: perl(BackupManager::...)

Removing the requ/prov-filters causes rpmbuild to do this automatically.
