The last comment from the submitter was a comple of months ago. As for the emacs stuff, I would suggest that you follow the emacs packaging guidleines if you intend to package the emacs stuff, but other packages have simply taken the step of packaging a lone .el file as documentation and leaving it to the end user to set that up if they want it.
