We inherited this package from the Netscape acquisition - it was always a static lib there and here. It's only used by the Mozilla LDAP C SDK command line programs for secure SSL pin management, so it gets statically compiled into its ldapsearch, ldapmodify, etc. (https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=196401). It's hoped that once more apps begin using NSS for crypto, there will be more apps that could use it, at which point we could look at making it a shared lib. But really, the only thing we need it for now is so we can get mozldap into Fedora Extras.
