This is a bug in Network Manager's VPN support from what I recall, and is not
specific to the Network Manager OpenVPN plugin.

This isn't specific to the Network Manager OpenVPN plugin.  I've had the same
problem with starting OpenVPN manually and recent SELinux policies.   This command:

setsebool -P openvpn_disable_trans 1

should disable SELinux for OpenVPN (and you shouldn't even need to reboot).
