The first time you run ./checksetup.pl it creates a various .htaccess files that prevents access to files that people shouldn't be accessing. If you want, you can be clever and generate these files in advance and then include it as a patch with the distro. They don't have anything actually dynamic in them, I think. (And actually, that makes me wonder why we don't just have them in CVS.)
