I think not. If not it should be in /usr/bin. kdb_static doesn't seems to be usefull to me. Regarding the libs in /lib or /usr/lib, I think that it would be acceptable to have dlopened libs in /lib/elektra/ and the main lib in /lib. However as long as the dlopend libraries are installed uncleanly I think that everything should go in /usr/lib.
