When coding it is common to come up against problems that need to be
addressed but that are not a big deal at the moment. What generally happens
is that the coder adds comments and marks them FIXME.

Test::Fixme allows you to add a test file that ensures that none of these
get forgotten in the module.

- Update to 0.17
  - Skip tests requiring symlinks on Windows, where for newer versions of
    Strawberry Perl (at least) they are supported, but the environment is not
    typically configured for them (GH#8, GH#9)
- Use %{make_build} and %{make_install}

This update can be installed with the "dnf" update program. Use
su -c 'dnf upgrade --advisory FEDORA-2025-c3f70624e4' at the command
