Update Information:

Update python-hatchling to 1.27.0, hatch to 1.14.0, and python-pkginfo to
1.12.0.
In particular, this update adds support for Python core metadata version 2.4 and
supports building packages that use the hatchling build backend and have
license-files as a list of strings in pyproject.toml.
