- Add the files_dontaudit_read_all_dirs() interface

- Allow rhsmcertd notify virt-who
- Allow irqbalance to run unconfined scripts conditionally
- Fix binsbin-convert.sh to handle exceptions

su -c 'dnf upgrade --advisory FEDORA-2025-81cacd8b05' at the command
