Update Information:

Update rust-libcramjam to 0.7.0, introducing a rust-libcramjam0.3 compat package
to support python-cramjam and to avoid an ABI break in the libcramjam shared
library. In rust-libcramjam-0.7.0, omit (patch out) all features requiring rust-
blosc2-rs or rust-isal-rs, with an eye toward retiring those beginning with
Fedora 42.
Build cramjam-cli with rust-libcramjam-0.7.0 instead of the rust-libcramjam0.3
compat package.
