Update Information:

Update python-cramjam to 2.9.1.
Update rust-libcramjam to 0.6.0, but keep the libcramjam.so C-ABI shared library
at 0.3.0 (with SONAME version 0.3) via a new rust-libcramjam0.3 compat package,
in order to avoid an incompatible update.
Keep cramjam-cli at 0.1.1, using the rust-libcramjam0.3 compat package, until
issues with blosc2 support in 0.2.0~rc2 are worked out upstream. Add a
SourceLicense field to its RPM metadata.
Initial package for rust-isal-rs.
