CLOUP extends Click with options

Library to build command line interfaces based on Click. It extends
click with: option groups, constraints (e.g. mutually exclusive
params), command aliases, help themes, "did you mean ...?" suggestions
and more.

Update Information:

This is a new package set to allow the upstream ramalama project run inside of
Fedora 40.
* python-cloup is needed by python-omlmd for its command line interface.
* python-oras is needed by python-omlmd for AI artifacts.
* python-omlmd is used by python-ramalama for different internal needs.
* python-ramalama is https://github.com/containers/ramalama a tool to make AI
artifacts boring to use.
